Click profile top left.
Click edit profile on the right hand side.
Click the notifications tab and enable your settings.
If all these are enables just un-check & re-check the forum button.
Now click save notification settings found bottom left hand corner.
To tag someone its the same as facebook @ and the persons username no spacers
